The duties and responsibilities of Further Education Corporation Members
The college's Instrument and Articles of determine the duties and responsibilities of the corporation. Corporation members are not expected to know the detail of the Instrument and Articles, but some general knowledge is helpful. The Instrument of Government deals with the structure and operation of the Corporation itself. The Articles of Government deal with the responsibilities of the Corporation for the success of the college and its staff. Other responsibilities are agreed with the Learning and Skills Council as a condition of receiving public funds.
The main purpose of the corporation is to:
- determine the educational character and mission of the college and ensure that there are effective means of monitoring whether college management is fulfilling the mission
- ensure its financial solvency and safeguard its assets
- approve annual estimates of income and expenditure
- oversee the appointment, grading, suspension, dismissal, and determination of pay and conditions of senior post holders and the clerk to the corporation
- set a framework for the pay and conditions of service of all other staff
The powers of the FE Corporation
The corporation 'conducts' the college, and has the power to:
- provide further and higher education
- provide secondary education to 14 - 16 year olds in school
- supply goods or services in support of the provision of education
- conduct an educational establishment
- subscribe for or acquire shares in or securities of a company
- acquire or dispose of assets
- borrow money
- invest money
The legal power of the corporation rests with corporation as a whole, not with the individual member. Also see in this section:
