Reporting Misconnduct to the Independent Safeguarding Authority 'ISA'

 Since 12 October 2009, the Vetting and Barring Scheme has introduced a new duty to share or “refer” relevant information to the ISA. 

A referral must be made to the ISA when the college “withdraws permission for an individual to engage in regulated or controlled activity or should have done so had that individual not resigned, retired, been made redundant or been transferred to a position which is not regulated or controlled because it thinks the individual has:

  • engaged in relevant conduct;
  • satisfied the Harm Test; or
  • received a caution or conviction for a relevant offence.

Circumstances which an individual should be referred include emotional/psychological or sexual harm or neglect.  More information is given in referral guidance issued by the ISA.
