The Learning and Skills Act 2000 established new arrangements for funding and inspection for post-16 learning not covered by the Higher Education Funding Council for England (HEFCE). The key points are:
- the Learning and Skills Council, comprising the national office in Coventry and the 47 local LSCs, provides funding for all post-16 education and training outside higher education. This includes colleges in the further education sector, other work based learning providers, adult education institutions, voluntary organisations and school sixth forms
- the Office for Standards in Education (OFSTED) carries out inspection of FE provision for 16-19 year olds, and inspection of post 19 education and training and all work-based learning
- the supplementary powers of the further education corporation are extended to include, 'subscribing or otherwise acquiring shares or securities in a company'.
