How a governing board and its committees act is set out in its Instrument and Articles of Government (IAG).

The IAG set out the legal responsibilities of the governing board, ensuring that it acts lawfully, and provide the underpinning authority for the proper management of college business.

The Instrument sets out the constitution and procedures of the governing board, covering membership of the governing board, appointment of the chair, vice chair and clerk, the eligibility of members and the proceedings of meetings.

The Articles set out the internal powers, duties and responsibilities of the governing board; they cover the establishment and role of committees, the employment of senior postholders and staff, student matters and audit arrangements.

The Articles identify the functions for which the governing board is responsible
  • the determination of the educational character and mission of the institution and the oversight of its activities
  • the effective and efficient use of resources, the solvency of the institution and the Corporation and safeguarding their assets
  • the approval of annual estimates of income and expenditure
  • the appointment, grading, suspension, dismissal and determination of the pay and conditions of service of the holders of senior posts and the Clerk
  • setting  a framework for the pay and conditions of service of all other staff
